NASPAA Competency: To Lead and Manage in Public Governance

This competency means that students should be able to demonstrate the ability to do the following:

  1. Identify a their own personal leadership style
  2. Critically evaluate their personal strengths and weaknesses
  3. Craft a personal leadership development plan to strengthen their ability to lead and manage

1. What is your personal leadership style/type? Please provide a brief description of your leadership style. IS your style a good match for your career goals? (200-300 words).

I am an Inclusive Leader.  While I have many of the qualities described in the DISC Assessment of Inclusive Leaders, I do not view myself as simply inclusive.  As a leader, I do possess multiple skills that fall into each of the styles we have discussed, although my strengths and weaknesses are clearly prevalent of the inclusive leadership style.  I have found the strengths of this style have positively affected my abilities as leader.  I am a good listener and clearly appreciate and respect the opinions of those I supervise.  In my career as a leader in Public Administration, I spend a lot of time planning.  Being an active listener is critical to planning.  Encouraging others to provide input in the planning stages, provides for smoother development of projects.  Taking time to see other points of view not only allows for additional insight it creates a sense of ownership among all stakeholders.  While I am a good listener and somewhat empathetic towards others, I do not feel I am overly empathetic.  In my career field, as a supervisor, I have learned to balance my empathy for those I supervise with well defined expectations.  I have never had problems gaining the respect of others and therefore completing projects and day to day operations under my watch have run smoothly. Having a career in Public Administration, while it has its challenges, has always proved to be fulfilling.

2. What are the strengths and weaknesses of your leadership style? (200-300 words).

Depending on who is evaluating strengths and weaknesses, they can overlap or be viewed differently.   Inclusive Leaders prefer harmony over discord.  I truly believe most individuals would prefer a harmonious workplace over one that is full of unhappy or spiteful employees.  As with most strengths and weaknesses, I believe the key is balance.  My desire to accept or be accepted, does not mean I have trouble speaking up or holding others accountable.  Inclusive Leaders prefer to maintain status quo and don’t embrace change or encourage risk taking.  Change is necessary for growth.  Accepting that fact and finding ways to make change as comfortable as possible enable a more harmonious workplace. True to the characteristics of Inclusive leadership, I have often found myself internalizing difficult situations.  I never previously saw this as a weakness. I just viewed this as my way of evaluating and reflecting prior to making difficult decisions.   Finding methods to overcome weaknesses in this leadership style, strengthens the leader and the team they supervise.  Being a leader who listens to others, involving others in decision making builds a stronger foundation amongst stakeholders and in my experience leads to successful outcomes.  

 

3. Briefly explain your leadership development plan for improving on your weaknesses. Please be sure to clearly identify the resource you will use to address your weakness and what action steps you will take as a result of the recommendations from this resource (200-300 words)

Using the resource I chose First In Last Out, by John Salka, who has a commanding leadership style, I plan to address my weaknesses by incorporating his suggestions for being open and encouraging those I supervise to take risks and embrace change. While I tend to prefer status quo, I have never been reluctant to face and embrace changes.  I know that in order for growth to occur, change is inevitable.   Using my strengths of active listening and concern for others, I will also encourage others to accept responsibility instead of internalizing problems on my own.  I will continue to encourage active participation for all stakeholders, but emphasize to them their responsibilities and how they play a role in the successful outcomes of projects.  While I tend to be empathetic for others, I do not have a problem with enforcing accountability.  The most important step I will make in improving my weaknesses will be to take steps to become more decisive and direct in my leadership role.  This will be accomplished by taking a more tough minded view of needed steps in projects to move forward quickly, making the best use of time.  I have already begun to incorporate these steps into my leadership style.  Lately, I have found myself facing some difficult situations with the transition of our program to a new Grantee.  While it has been very important for me to actively listen to those I supervise, I have also delegated extra responsibilities to them with well established timelines and expectations of completion. 

 

4. Describe three other ways in which your other coursework in the MPA program (besides the leadership class) has helped your ability to become a better leader and manager (100-200 words)

Looking back on the coursework required for the MPA, I feel that each course has strengthened my leadership ability.  I have been in Public Administration for many years.  The coursework for the MPA program has cemented the work that I have done and continue to do daily in my profession.  From learning about the foundation and history of public administration to budgeting principles and research and analysis, I have developed additional skills that not only give reason to the methods I have been using, they have strengthened my skills.  I am now much more comfortable with the budgeting process.  I have increased my skills in Microsoft Excell to the point of knowing how to accurately develop budget spreadsheets.  I am more confident in and have a new found appreciation for research methods and analysis.  I no longer fear doing research and providing analysis for projects undertaken through my employment.  In addition to these positive improvements in my leadership skills, the opportunity to network with other students and professors in public administration has increased my knowledge base, added additional resources to my network, and most importantly, given me an insight into different viewpoints of the core principles of leadership and management.
